Any determination from the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the original conclusions, purchase, or conclusion adhering to reconsideration shall be produced by the appeals board and not by a hearing officer and shall be in producing, signed by a bulk in the appeals board
